A couple of items of particular note include:
1) The sports movements and governments of the world have adopted the Madrid Resolution, which includes the option to increase bans for a first offence from [two to four years] if athletes are found to be part of a wider doping network.
2) Another change to the Code allows for bans to be cut if athletes agree to give information on other drugs cheats.

Virginia Powerlifting Report 11/5/07
Review: Garage Ink Invitational
The Garage Ink Invitational was held in the auditorium of the Stewartstown United Methodist Church which is located in Stewartstown, PA on Saturday, November 3, 2007. Stewartstown is just north of the MD/PA state line and is just east of Interstate 83 which is a north-south highway that runs between Baltimore and Harrisburg. There was no entry fee charged to the lifters who entered this meet. However, there was a limit placed on the number of lifters allowed to lift due to the size of the hall.
Upon my arrival at the venue, large signs pointed the way to the hall where the meet was held. The site was impeccable! A great deal of attention to detail was made in setting up the lifting platform, seating for guests and the warm-up area. Garage Ink had a line of tables set-up with Titan and Garage Ink merchandise laid out for sale. Just about anything you could imagine a powerlifter could desire was on the tables. Food was served and those who came to this meet could get coffee, water, subs, fruit and bagels at the pass-through from the kitchen area. Only donations were collected for the refreshments and admission to the meet. And, as I walked around the site, I noted that metric conversion charts and loading charts were strategically placed around the lifting platform and the scorers table. The scorers table was located on the stage behind the lifting platform. Everything was set up and ready to go and it wasn't even 8 AM yet! I later learned that Niko Hulslander (Meet Director and PA State Chairman) had stayed to finish setting up the meet site until 11:30 PM the night before. The lifting platform was quite stable and each of the referees chairs were equipped with two table tennis paddles; one was red and the other white. For those not familiar with IPF judging, paddles are typically used by a referee when they throw a red light. The color a referee would display describes the infraction (ie, rule or performance infraction). But at this event, they were to be used if the light set failed.
Those who were in attendance at the Garage Ink Invitational were treated to what can be best described as a classic, no-holds barred powerlifting meet. What had been billed as a "no-frills" opportunity for lifters try out new gear and to use this meet as a warm-up for near future events, such as the American Open, turned into quite a display of strength and mastery of the three power lifts. There were a number of lifters lifting raw. JimPope (see videos below!) from Virginia was using this as a tune-up for next years Arnold where he will compete raw. Despite that there was little head-to-head competition and no trophies to be claimed anywhere inside this venue, each lifter pushed themselves hard to earning whites. As the score keeper, I often found myself asking some lifters who submitted their next attempt if they were certain they wanted to take that great of a jump. Not one changed their mind! Under the scrutiny of three seasoned USAPL referees; one was from Maryland, one was from Virginia and one was home grown from Philadelphia, each lifter pushed themselves to excel to new PR's and even a couple of single lift state (PA) records fell. And the crowd let them know how much their efforts were appreciated. I'm not sure how the referees were able to contain themselves because I was on the edge of my seat and at times out of it. Especially when Niko took over the microphone for the three flights of deadlifts. He implored all in attendance to remain and promised that each was in for a treat. The lifters delivered! I can't remember the last time I had heard such a boisterous crowd. As an interesting side note, there were approximately 30 lifters who lifted in this meet. There were two flight of squats and three flights of bench and deadlift. Of those who participated, only three lifters did not lift in the deadlift portion of this event. The meet moved along at a brisk pace. The entire meet took at most, 4 1/2 hours to complete. Approximately 15 minute breaks were taken between the squats and bench and another 15 minutes taken between the bench and deadlifts. Drug testing was performed as this was a sanctioned meet and lifters received a certificate listing their totals for this meet.
Left with only my thoughts and the memory of what just occurred (I didn't bring my camera!), I can't help but think that if what I saw today was only a preview of what many of these lifters had in them, Katie bar the door when they do cut it loose! Lifters came from far to lift in this meet. Included among those who lifted was a high school team from Hammonton, NJ, Lance Karabel from Chicago, IL, and lifters from MD, NY, VA and PA. Thanks and congratulations goes out to the lifters and Garage Ink for a memorable meet. If this is to become an annual event, lifters should plan on marking this one on the calendar and getting their entry forms in early in 2008!
