100% RAW News:
Paul Bossi (President) announced that the World Powerlifting Championships is now closed. Also, those interested in lifting in the World Bench Press Championships have until November 1 to submit entry forms.

IPF News:
Technical Newsletter No 6 2007. Some significant notes that John Stephenson makes is;

1) Bench Shirt

Probably the most controversial of proposals was that referring to the future of the bench shirt.

1. Delete the bench shirt completely from the IPF Approved List.

2. Increase the amount of stretch from that of some currently accepted.

3. To keep all of the existing approved shirts as legal.

The vote was in favour of " no change " so the existing rule still applies to design and limited minimum stretch i.e that currently on the market, which meet IPF Approval.
Congress also decided that as from January 1 2008 no further shirts will be approved for an indefinite period.


2) Bench Press - Uneven Extension

To allow any form of uneven extension as long as the whole of the bar does not descend, was defeated by a considerable amount of votes. There is no change to that which says - Moderate uneven extension will be accepted. Yes, unfortunately the ambiguity still remains i.e. where does one draw the line. There is no definitive answer to the question " what should one consider to be acceptable " I would suggest that a member of the Technical Committee at the Technical Meeting demonstrates what is felt maybe uniform throughout the meet. Lockout with both arms does not need to be simultaneous/to-gether.


3) GENERAL RULES OF POWERLIFTING
( Rule clarification )

Page 4 - Item 13

Delete the words - - - - - in all three attempts. The sentence should read - Should a lifter fail to succeed in either or both of the squat or bench press.
The lifter must make at least one bona fide/genuine attempt in each of the lifts. The jury will decide if there is any question as to whether or not the attempt appeared to be the best of the lifters ability.


4) Derisory attempts ( for medal claim )

Attempts that are considered far inferior to the lifters ability will not be credited to any of his individual lifts e.g. A lifter weighing 56 kg only taking a 100 kg squat
and 80 kg bench press, then attempting 250 kg for a medal on the deadlift, is absolutely time wasting, for if successful it will be discounted, and he will not be standing on the podium. Even if an attempt or claim is to be made on a single lift bench press record at a three lift powerlifting event, the same rule still applies. This type of lifter is of little use as a team member, acquiring just the one point. That is of course should the jury consider a total.


5) Jury ( overturning referee's decisions )

The object of a jury is to see that the Technical Rules are being applied, generally, that is, by all involved with the running of a Championships.
More recently it would appear to the spectators that the main function of the jury is to overturn referee's decisions. Having spoken on this subject in previous notes, I re-iterate
and quote - Jury Rule 9 Only in extreme circumstances when there has been an obvious or blatant mistake in the refereeing will the jury in consultation with the referees reverse the decision. Too many decisions are being reversed that are neither, obvious or blatant. Obvious to mean e.g. beating the referee's signal. Blatant, favouring home lifters.
Doubtful depth of squat does not feature in these categories.
At a most recent championships two very experienced referees ( red ties ) totally neutral were positioned as side referees, particularly selected as it was to be a very competitive class. They were perfectly positioned to observe depth of squat, more so than the jury. Having failed the lift, the lifters influential coach approached the jury table, and the jury perhaps intimidated, after discussion reversed the decision. If, in there own minds they had thought the lift was good, why wait until they were approached by the coach. My / T C fear is that in circumstances like this a referee will one day walk from the chair. This would be a sad day for powerlifting. Let " us " refrain from this practice,
and let competent referees do their job. To consult the referees is also a matter of courtesy. All International referees have proved their worth, and have been instructed to give any benefit of doubt in favour of the lifter.
Incidentally, the referee's decision may be reversed by a majority vote, which will now be written into the rules.

Deadline for the World Bench Press Championships is November 1.

There is a limit for the number of entry forms that will be accepted for the World Powerlifting Championships scheduled for December. Only 40 per day will be accepted. Here is a note frome the meet director, Spero Tshontikidis:

Lifters,Anyone who is interested in competing in the Worlds must call me immediately at 321-505-1194 and send in your application. We have been overwhelmed with entries, and will reach the entry limit before the November 3rd deadline. Once we reach the limit, we will no longer accept entries.

The IPF World's: Wrap-up
Simply, the story line is the return of the Russian and Ukrainian Powerlifting Federations. While the Russians (Results) seemed to dominate, the U.S. team hung in and competed to strong finishes. The Women' (Women's results) finished 4th in team points behind Russia (1st- perfect team score of 72 point), Chinese Taipei (2nd) and Ukraine (3rd). The Men (Men's results) finished 2nd to the Russians who finished with a perfect 72 team points.

Notable in this competition was a very controversial decision by the jury to overturn the referees call on Domarrio "Doc" Holloway third deadlift attempt. Holloway was turned down by the referees on the first two attempts and earned whites for his third. The jury, based on protests from two coaches, overturned the decision, therefore causing Holloway to bomb on his last attempt.

Gold medalist for the U.S. included; Tony Cardella (Men's 125 kg).

Silver medalist included; Jessica O'Donnell (Women's 90+ kg), Wade Hooper (Men's 75 kg) and Brad Gillingham (125+ kg).

Bronze medalist included; Priscilla Ribic (Women's 67.5 kg), Liane Blyn (Women's 82.5 kg) and David Ricks (Men's 82.5).

At the meting of the IPF Congress (minutes), outgoing President Norbert Wallauch, made his final speech as president which high lighted many advancements made under his two-term administration while expressing frustration with what he felt was a lack of enough support for him to serve another term and complete the work in progress. He pointed to some who seem significantly influenced by equipment manufactures and others who felt that his age diminished his ability to lead effectively. He closed his speech by reassuring all that he will continue to
"pursue what is going on in Powerlifting."

In other actions taken by the Congress:

1) Committee and region reports all accepted unanimously.
2) Constitution / By-Laws Proposal- IPF shall re-establish the Women’s Committee; The Congress decided unanimously that we should discuss this proposed constitutional change.

3) Elections:
President- Detlev Albrings (GER); vote was 35 to 11
General Secretary- Emanuel Scheiber (AUT); vote was 31 to 13 votes (+2 invalid votes)
Treasurer- Gaston Parage (LUX); unanimous
Technical Committee Chairman- John Stephenson (GBR); unanimous
Medical Committee Chairman- Bernie Miller (USA); unanimous
Disciplinary Committee Chairman- Dietmar Wolf (NOR); unanimous
Appeal Committee Chairman- Lars-Göran Emanuelson (SWE); unanimous
Law & Legislation Committee Chairman- Jean-Claude Verdonck (BEL); unanimous
Doping Commission- Robert Wilks (AUS); unanimous

4) Proposals:
At this Congress the Constitution, By-Laws and Technical Rules can not be changed, except if the Congress decides about amendments with a 2/3-majority.

The congress decided (43 / 3 / 0) that we should discuss the proposed Constitution, By-Laws and Technical Rules proposals.

The most notable of proposals was that concerning the future of bench shirts. Basically the following was decided;


** First vote: Eliminate the Bench Shirt / Seconder: Sweden / Vote: 15 / 26 / 5 failed

** Second vote: Define stretch ability 250 N / 40 %: Seconder: Norbert Wallauch / Vote 1 / 43 / 2, failed


Norway’s amendment to proposal TR 1-5: Approval list for Bench Shirts will be frozen on 31st December 2007. All Bench shirts from the manufacturers handed over to the Technical Committee for approval prior to the 31st of December 2007 will be examined for approval or disapproval.
Seconder: Finland / Vote 44 / 0 /

Virginia Powerlifting Report 10/8/07

IPF World Powerlifting Championships; A Preview
The 2007 IPF Men's and Women's World Powerlifting Championships is scheduled to kick off with the meeting of the Congress on Sunday, October 14. It is here where member nations will consider proposed changes to the rules of performance, by-laws and elect new officials. Competition will begin on Monday, October 15 and is scheduled to wrap up on Saturday, October 20.

This year's championships is being held in Soelden, Austria and can be seen by all via video streaming.
